If it is ASL (American Sign Language), which I presume it is, then it appears to be the letter “F”.
It looks like the letter F, but don’t know its context.
It means okay.
The buddha hand gesture, maybe for:
Jnana Mudra
Teaching. The hand is held at chest level and the thumb and index finger again form the Wheel of Law.
Vitarka Mudra
Intellectual argument, discussion. The circle formed by the thumb and index finger is the sign of the Wheel of Law.
There’s one of these near the 46th st stop on the El, too. It’s been there for a few months.
